Department & how it relates to the role

Network Rail’s Competence and Training organisation delivers an effective competence and development service in order to continuously improve safety, performance, engagement and esteem. Competence and Training strives to capture the routine business and forward plan emerging requirements to ensure Network Rail meets its operational requirements and workforce development remit, deliver the training needed to meet Network Rails Competency Framework Requirements, and invest in our people and resources to ensure quality is inherent from the start in our service and products.

About the role (External)

As the Programme Delivery Manager for Operations and Investment Programmes, your role will be to manage the development and implementation of a programme of projects to agreed performance, time, and cost to support the improvement of Operations and Investment Programmes.

Key Accountabilities

1. Coordinate programme of customer-led performance improvement initiatives to demonstrate return of training investment.

2. Coordinate and drive a programme of best practice initiatives across Training Delivery Centres.

3. Design, bid and implement the Training Centre capital improvements programme (equipment) and act as User Requirements Manager (Operations & Investment) for new-build programmes.

4. Write and maintain the Operations & Investment Programmes Strategic Delivery Plan, specifically identifying core training capabilities that should be retained by Network Rail and those suitable for out-sourcing. Coordinate the Business Planning process for Operations & Investment programmes.

5. Act as Project lead for defined projects agreed with National Training Manager.

6. Manage the Facilitator of Learning, Workforce Development Specialist and Training Delivery Manager Competence Frameworks.

7. Manage WDS Coaching Programme.

Job Skills, Experience and Qualifications

Essential

· Excellent influencing skills

· Experience in managing training centres and training teams
· Excellent leadership and organisational skills
· Experience in managing budgets

Desirable

· Experience in railway infrastructure
· Knowledge of programme management processes and techniques
· Knowledge of business management processes and techniques
· Knowledge of quality management processes
· Knowledge of coaching techniques
